Joan A. Payden,CFA

Joan Payden, CFA, is the president and chief executive officer of
Payden & Rygel, the global investment management firm that she founded in 1983.
Payden has overseen the firm’s international expansion and its
growth to more than $50 billion in assets under management. In 1992
the firm launched Payden & Rygel Investment Group, a family of
mutual funds, of which she is chairman and chief executive officer.
Subsequently many of these strategies were duplicated in offshore
funds domiciled in Ireland. In 1998 Payden & Rygel Global Ltd. was
founded in London. At the same time, the firm established
Metzler/Payden LLC, its joint venture with Metzler Bank, Germany’s
oldest private bank. She is a member of the Payden & Rygel
Investment Policy Committee and serves as chairman of the board.
Prior to founding Payden & Rygel, Joan Payden was managing
director of West Coast operations for Scudder, Stevens & Clark as a
national partner of the firm.
She serves on the board of visitors of the Anderson School of
Business at UCLA, and is a trustee of the University of Southern
California and Loyola Marymount University. She is also a member of
the board of directors of the John Tracy Clinic, the California
Chamber of Commerce, the Amateur Athletic Foundation and the
Natural History Museum of Los Angeles. She is past chairman of the Investment Counsel Association of America. Joan Payden holds the Chartered Financial Analyst designation. She
is a graduate of the Advanced Management Program at Harvard Business School and earned a BA from Trinity College in Mathematics and Physics. |

Gregory P. Brown, CFA

Gregory Brown, CFA, is a senior vice president and manages the
Business Development Group at Payden & Rygel. His team is
responsible for marketing the firm’s investment services to pension
plans, foundations, endowments, non-profit organizations,
educational institutions, unions and independent registered
investment advisors.
Prior to joining Payden & Rygel, Brown was a vice president at First
Interstate Bank where he served in several capacities during his 14
years with the bank, including corporate finance,
mergers/acquisitions, strategic planning and corporate lending.
Greg Brown is a member of the CFA Society of Los Angeles, CFA
Institute and is a board member of the American Heart Association– Los Angeles County Affiliate.
Brown holds the Chartered Financial Analyst designation. He
earned an MBA from the Anderson School at the University of
California, Los Angeles with an emphasis in finance and
international business. Brown received a BS in Biochemistry from
the University of California, Irvine. |

David J. Scheidt
Payden & Rygel

David Scheidt is a vice president and national sales director in the
business development group at Payden & Rygel. He is responsible
for the distribution of the Payden/Wilshire Longevity Funds. Scheidt
works directly with plan sponsors in the defined contribution
marketplace. He also works with third party administrators,
registered investment advisors and financial advisors. The
Longevity Funds are the firm’s family of target maturity funds
designed to guide participants into and through retirement, by
targeting a participant’s entire life span rather than retirement date.
Prior to joining Payden & Rygel, David managed the investment
platform for Union Bank of California Institutional Services and
Asset Management division. He also served as a lead consultant
for Decision Analytics, where his clients included Nuclear
Decommissioning Trusts, defined benefit, defined contribution, and
corporate cash mandates.
David Scheidt is a recognized speaker in the financial services
community and has lectured through the American Management
Association. He has also been published in various financial
publications including Public Investor and Business Finance
Magazine. Scheidt earned a BS in Finance from California State
University, Fresno. |

David W. Hilton

Client Relationship Manager

David Hilton is a client relationship manager with the
Payden/Wilshire Longevity Funds team. Hilton is primarily
responsible for developing and managing elationships with third
party administrators, registered investment advisors, and defined
contribution platforms in the western US. Prior to working with the
Longevity Funds, Hilton was responsible for marketing Payden &
Rygel's equity strategies to consultants and plan sponsors,
including pension funds, corporations, endowments, foundations,
and registered investment advisors.
Hilton is a member of The American Society of Pension
Professionals & Actuaries (ASPPA) and The Profit Sharing / 401k
Council of America (PSCA). He sits on the board of Directors for
the Stephen S. Wise W Group, a local non-profit.
Hilton received his BA in Economics from the University of
Colorado. He holds the NASD series 6, and 63. |

Lawrence E. Davanzo

Mr. Davanzo most recently was a managing director
at Guggenheim Partners. He left Wilshire Associates
in 1991 to form Asset Strategy Consulting. In 2000,
Asset Strategy merged to form InvestorForce, an
Internet technology platform serving institutional
investors. Mr. Davanzo began his career at
Endowment Management and Research, the
investment arm of Yale University.
Mr. Davanzo earned both his BA and Master of
Finance at the University of Wisconsin.. |

Cleo Chang

Cleo Chang, who joined Wilshire Associates in 2005,
is a vice president and serves as the head of the
Investment Research Group of Wilshire Funds
Management. With more than seven years of
investment management and financial services
experience, Ms. Chang is responsible for creating
customized investment solutions, portfolio modeling
and the formation and implementation of investment
policy and process. Ms. Chang also is a member of the
portfolio management team. Her previous
responsibilities included manager research, portfolio
strategy and product development.
Ms. Chang holds a MBA with a concentration in
Finance from the Marshall School of Business and a
MS in Mathematical Finance from the University of
Southern California. She earned her BA in Economics
from the University of California, Berkeley.
Lawrence E. Davanzo, a senior managing director and
member of the Board of Directors, currently heads
Wilshire Funds Management. Mr. Davanzo, who first
joined Wilshire Associates in 1977 and helped to
develop the precursor to today's Wilshire Atlas
investment analytics solutions before founding
Wilshire Consulting in 1980, rejoined the firm in
October 2004. |
